    Sorry everyone, I never updated this post. It turns out the card was failing. Although it worked fine on the second board, it started failing after some time and died. I tried a different cards on the Z190 board and they worked just fine. The card itself was faulty and had problems on 3 different boards I tried. The strange thing is, it worked for a bit on some boards then started causing the computer to reboot intermittently and randomly before it just would not run at all until I removed the card. I tried a larger power supply incase it was a power issue but that was not the problem with other cards.

      Sup man , i have the same problem with my evga gtx 1060, did your new one fix the problem or did the same after some time? Pls let me know , thanks

      Having same issue as you with a 5700XT. Everything was working fine till I decided to buy a new case and go with a liquid cooler. When I transferred and installed the liquid cooler I tried to power it on the LED on the card light up but fans didn't spin and I had no signal to the monitor. I put a Vega 56 in the same PCI E slot and same thing happened except the fan tried to spin like yours but couldn't. Then I put a RX 580 In and it worked. Not sure if it's a power issue or what.

    Seeing that we have no resolution for this video I'll tell you what's going on. The GPU is not receiving the 75w it needs from the PCIe slot. Either because of the GPU PSU or the board. If you have intergreted graphics try that to narrow it down.

    This is exact tissue I’m having with the very same card I just got a replacement motherboard that had its own ram and cpu and it’s still doing this??

    The faulty board was a Gigabyte or the ASUS one?
    I have a Gigabyte B450 and refuses to give any video on a 1650 super.

    I have the same problem. Is it the board or the gpu? Idk. Im running 850w truerated modular 80+ Gold

      My issue was the motherboard, I just switched it out with a new one.

      djviciouzguill i have fix mine bro. Idk if my board or gpu is the problem but I just put gently my gpu. I didnt push it hard. Just the exact yellow thing below the gpu. (Sorry for my english)
