I am also having similar case. There was not much good repo with my mngr, I had some serious arguments with him w.r.t work culture in team. My manager put me in PIP and asked to work on some behaviour trainings, technical trainings. No variable pay given, no hike given. Even though I completed all trainings and some evaluation interview completed still they kept on hold . I am looking for job change now and working on improving skills on latest technologies like Terraform, Gen AI. Should I ask my manager to release from project or continue working and searching job ? Pls suggest.
There are two points to be considered:
1. If you ask for release from project, then next project manager will ask for feedback. Do you expect, your current manager will give positive feedback?
2. If you go to new project, then do you expect the manager won't take an advantage on your current sitution/feedback?
Now a days, I don't see good maturity levels in management teams. Most of the managers are working based on their egos and personal agenda.
My opinion:
1. If you join to new project, then please be good with your new manager, even though he is not capable.
2. Build good relationship with your new team members from day 1. Try to avoid arguments and do not discuss about your previous project experiences with your past manager.
Otherwise
3. Improve your skills and try for new job.

Backdoor is always risky. If you or your HR caught then both will be kickedoff from organization. Remember, internal verfiications can happen any point of time. In Indian MNCs, client verifications will be there, when you join in new projects within the company.
You could ask him to refer and go through all interview rounds formally. If you are getting selected then it will be good. All the best!
