He wanted a legal rental agreement with his name on it so he could present it to the authorities to show he had accommodation that was suitable for his wife's application for a Green Card. It's one of the key things they look for. So he wanted a official documentation. He did not want any dodgy dealings

Renting legally means 'names on the lease'. If you sublet, you can't apply for a visa. So his term is correct, I pretty much said the same thing to my estate agent 5 years ago. Hope that helps 😊
