Correct, Russia has a special command bunker in or just outside Moscow which is at a depth of something like 700-800 meters underground, carved from solid rock. That would be significantly stronger and better protected in case of all out war.
15 inch walls are NOT blast proof. Even if made out of the toughest materials. Speed is the key so any super sonic, or specially designed bunker breaker will pop 15 inches like it was paper
