that's probably what keeps a zoan fruit from overtaking the user once awakened, having a similar personality to whatever the fruit is based on. In this case either being a psycopath that enjoys killing because its fun, or a goofy guy that likes freedom

We learned that Whole Cake Island is only the second biggest cake in the One Piece world. And imagine you spend this whole time becoming the strongest warrior in the World Government, and then Luffy uses your new form debut as a way to show off his bakery. Something that very few shounen protagonists have.

My favorite thing about Gear 5th animation is that you can choose to draw as little of him as you want, as messy as you want, and as long as he comes back together for a few frames, you're good because he's just a silly cartoon now.
