i know this music genre its sorta a mix between Sophisti-pop, jazz pop and commentary jazz/pop, it was a very popular music genre in the late 80s and 90s (you usually heard it in some scenes in movies or tv shows that features a pre 9/11 nyc) tekken 2 had a similar song with a scene like that but the song wasn't exactly like this, i have an album in my collection called London Warsaw New York by biasa that has some music in this genre
