This young man was not raised to be a quitter.
He's not a quitter, but he needs new parents if his current ones don't replace that trash can, or give him a different chore to do.

His focus is on doing what he was told to do, the way he had seen it done, or was taught to, and the situation with the wind has probably never occurred before. The majority of us had parents that couldn't, or wouldn't take the time to give us personalized lessons on everything. Most of us have had that experience, of the first time dealing with something on our own, which ended up becoming a hard earned esson. Others had that rare parent or parents who took their child through each experience and task, and taught them step by step how to do things, including the "what it's". At the very least this kids parents should have given him a heads up about the wind and that trash can, because in a medium to strong wind those trash cans, even full, can tip.

Or try to train your kids to think. If he turned the can in opposite direction, he could easily push it towards the wind, the lid wouldn't continuingly open up. But he would have to apply a bit force upwards while pushing it, not like this kid does it now - applying force downwards (because... Look at wheels)
Shortly saying, just need to think a little bit, when facing an obstacles, especially when facing same obstacles repeatedly, because it means there's something missing, some key concepts, something can be optimized.
