To an extent. If it is the first season, or the coach hasn't been with them for very long- then it could be the lack of skills and experience the players have had, but after a few seasons - then ya it falls on coach.

I’m in 7th grade and I play for my school team. We don’t do a lot of through the leg drills. We do passing, running, crossovers, and a lot of like shooting drills/layups

Its still amaze me just how some people have no clue about Spovelax Training Program (just search it on google) despite the fact that a lot of people improve their basketball skills with it. Thanks to my mate who told me about this. I've improve the weakest part of my basketball game.
