Both the engineering bay and the armory make sense for names of the buildings that provide upgrades for both infantry and vehicle weapons. They had to choose one for each, so why do you think the way that it is makes less sense than the opposite?
An armory is generally (though not always) where infantry get their weapons. While vehicles may be assigned to armories they are generally not in the armory itself. Meanwhile, vehicle(or aircraft) Bays are where vehicles/aircraft would be stored to perform maintenance or refitting. And infantry is never stationed or armed in a bay. So if you think about it from that perspective, the Engineering Bay makes sense for an area where vehicles would get upgraded while an Armory is where infantry would get upgraded.
@@GuidingOlive One would still need to engineer an infantry weapon to upgrade it. And vehicles are fitted with armaments that could be stored in an armory.
@@JaggedJack1 Actually, if you're just refitting a weapon (higher pen ammo, barrel swaps, etc.) you would go to an armorer.
