No she wouldn't. At least according to the books on eldar by Gav Thorpe and some others. First of all all craftworld Eldar are psykers to a degree. Second, the Eldar follow a system of taking on multiple roles in their extremely long lifespans called path. Most of these paths are designed to work as temporary jobs basically, however some paths are dangerous in that they can cause an eldar to become essentially lost upon the path with close to zero chance of ever doing anything else again. These paths typically mean a very rigorous lifestyle, dedicated to the path. There are a few paths that focus on psyker powers such as seer or dreamer. However a far-seer is an Eldar who has become lost on the path of the seer. Kelrana is working as an agent in a Rogue Trader's retinue. Unless we later learn that she was sent to this task by some craftworld, I'd assume that she is a corsair or ranger, meaning she doesn't follow any path currently, therefore she cannot technically classify as a farseer.
Straightforward answer: no Pedantic answer: all eldars have at least a smidge of psychic talent. farseers are eldar that choose the path of the seer and develop their abilities within that path. But that isn't the only path devoted to hone psychic powers, spiritseers have their own path which is about communing with the spirits of their ancestors. And warlocks mix martials paths with the path of the seer. Khelrana follows the path of mourning which is another different path

54:00 "the Ork diplomat on Terra is the best" no it was the best case lore wise of "the GW writers have lost their fucking minds, and need to be dragged into a cell and executed before they fuck things up any further" up until that point of teleporting a fucking moon and an ORK DIPLOMAT, the story was perfectly acceptable and lore respectful. Even Vulkan appearing and leading the remnants of the Imperial Fists made a sort of sense.
