It’s called Gloving! It’s very popular in the rave community, the person will wear bright colored or flashing LED gloves and move their hands similarly to this, except usually to a beat/song. It’s always veeery trippy and fun to watch, just imagine this but with flashy gloves and loud ass raving music!

I’m pretty sure she practices and knows all the movements she does, but improvises the whole sequence. I could be wrong and even the order in which she does them is planned, that’s just my best guess.
