@@camilianSLC so you NEED to do a non daily quest that rewards sha'tar rep. once you do a non daily quest it will push past friendly and allow you to progress. you can do the item turn ins to 5999-6000 but you will need to do a quest to push you past

So is it fair to assume that Sha'tari Skyguard is not in classic tbc? Im not sure what phase the faction was introduced, or what blizzard would even do. Also cannot find any information on if it is or isnt online. All I know is I havent done the opening quest and cant speak to the quest giver, so Im assuming it comes in a later phase maybe?

2:55 this is apparently not true as my rep is stuck at 5999/6000 on friendly and no matter what i do the sha'tar wont progress

turned in sunfury signets for scyers and it stopped at 5999 / 6000 right before honored. wont increase.
That’s correct. You need to now collect the higher level versions.

One thing not mentioned. You cannot get to the sha'trai skyguard areas at all unless you have a flying mount.
