Negan is definitely one of the oddest ones. I don't see him holding his own against martial artists, let alone entering a tournament. Bryan Fury is artificially enhanced and strong enough to rip a tank apart with his bare hands, whereas Negan is just a dude with a barbed wire baseball bat.
Tbf, tekken has a lot of questionable characters like punchy animals, breakdancing idol, humanoid robot with chainsaw hands and explosion head, weird squid alien samurai and Gigas.
They got the character spot on, but the Tekken universe isn't where he belongs because there's no gore. As has been said plenty of times over, he should have been a Mortal Kombat 11 character, because he begged for Fatalities and Brutalities with Lucille.

But later, Square changed their minds for some reason and said Cloud could no longer be used. So at the 11th hour, Namco scrambled for a replacement character. And that's how Heihachi got into the game.

Honestly for the RoboCop entry I through you would talk about how his source material is also known for being over the top gory like Mortal Kombat. I mean just watch the first movie and you will see plenty of bad guys die in a way that could also be a Fatality, so he fits pretty well in the universe.

MK's first ever guest character was Kratos, just because Sony wanted something exclusive for themselves and given the brutality of the series, it fit well. That was then the standard. Freddy Krueger was added because NRS wanted a guest character for the DLC as they had planned for their DLC to be consisted of: returning character(s), new character(s) and guest character(s). Which has ever since been the rule. They had the chance to add Freedy because it's owned by WB just like NRS. After that the fanbase requested horror icons, mainly Jason as he was Freddy's biggest rival. Jason couldn't make it into MK9, but he could get into MKX. For MKX the guest characters fulfilled the fanbase request of rival characters (aka Freddy vs Jason) in the form of Jason vs Leatherface (they had comics fighting each other) and Alien vs Predator (an entire franchise to that). For MK11 the guest characters were still part of that, requested characters to fit the horror/slasher/action icons once considered for MKX (e.g. Spawn was fan requested, Todd wanted it to be in the game and even did petition to get it added). Because an opportunity was made available with Dark Fate's and Last Blood's tie-ins we got Terminator and Rambo (both characters got to be featured in other games like Terminator in Fortnite or Rambo in CoD and Far Cry). RoboCop was added to complete the "rival" theme (vs Terminator). TLDR. As long as fans want them and the IP is gorey-enough, a deal to get them into MK can be made.
I feel like leatherface makes a lot of sense, people were outraged due to the gore violence in Texas chainsaw massacre, just like how the blood and violence were controversial in the early days of mortal kombat (still is controversial to some). They are almost parallels and each became legendary in their genre
Personally, I always though that Robocop was included in MK11 is due to 80s-90s nostalgia that fits well with the other guest characters sans Kratos, and for the sake of fighting the Terminator similar with Alien vs. Predator and Jason vs. Leatherface. For Spawn in Soul Calibur 2, it was because of how he was a western character for a western console (which wasn't really popular in Japan).
Robocop vs Terminator, Alien vs Predator, and Jason vs Leatherface actually all started out as comic books. Extra note, So far out of the three, only Alien vs Predator got made into movies. For better or worse.

In my opinion, the weirdest guest character is Norimaro from the Japanese port of Marvel Super Heroes VS. Street Fighter. He is based in some celeb personality from that point in time. Some of his moves were later given to Phoenix Wright in Ultimate Marvel VS Capcom 3

- I don't think Rash was a questionable choice. He truly fits the universe of Ulltratech monsters along Sabrewulf, Cinder, Riptor, Glacius, Eyedol, Gargos and the predator-inspired Fulgor. He's also very 90's just like the original KI characters. He could easily exist in the same place where Combo, Jago and Orchid live. Let's not forget that Battletoads' first crossover was with Double Dragon: a dystopian urban action game. Also, if Spinal can fit the game, despite being designed after a movie 30 years older than the original KI...a cool muscly toad with shape shifting abilities, surely does. I think Arbiter and General Ram are way more questionable. - RoboCop was requested, not only after having icons from the 80's in MK games. But mostly because RoboCop's biggest rival was added to the game: Terminator. The same thing that made possible getting Alien and Predator in MKX, was what got RoboCop in MK11. From those DLCs the one that makes the least sense is Rambo. Even if it was to sort of promote Rambo's latest film, having him killed in game just makes no sense and it's so against the very own character. John Rambo is sure a killing machine, but he's also a survivor. Someone you're never meant to see die. While RoboCop has been killed and cut into pieces in his own official media. More so, RoboCop's origin is basically as gruesome as any fatality. - Spawn was the Xbox character because of Namco's Spawn Armaggedon. Not only in Armaggedon the cape was transformed into the axe as in SC2, it's also the game's main weapon and some of the axe animations were borrowed from SC. McFarlane's deal also included the toys, but those toys were released not along SC2 in 2002, but the next year (same as Armaggedon).

In a way, 2B being in the 1600s isn't too far fetched since time travel is a thing in the Drakengard/Nier lore (via the character Accord) but given how androids in 2B's time view humans, you'd think she'd be kinda reluctant to draw her sword on them.
Robocop actually makes a lot of sense, because Terminator vs Robocop was a comic and video game. So their lore is closely tied. Terminator is also tied closely to Predator/Alien, because of the Alien vs. Predator vs. Terminator comic. They basically are from a “Dark Horse” universe. The only one really missing is Judge Dredd. Who was famously played by Stallone! He would have made more sense than Rambo. I would have loved if they kept Sylvester Stallone, but make him Dredd!

From what I understand, Namco was talking with Squaresoft about getting Cloud from Final Fantasy 7 for Soul Calibur 2. They got pretty far along and last minute square pulled out of the deal and namco had to scramble to put in a guest character for the ps2 version, so they just did an asset dump for Heihachi
FUN FACT about Cole: When modding the PC version, modders found some unused arcade-specific victory lines for Cole. It indicates that he was probably planned to be playable in arcade. ANOTHER FUN FACT: Cole, Heihachi, Kuro and Toro all appeared in PlayStation All-Stars Battle Royale.
From an eventhubs article regarding Cole's inclusion: The development team ended up settling on Cole from Infamous because of his abilities, but Killian offered some insight as to why. “We were committed to try and provide some extra content to Sony and we were excited about looking at the different roster and seeing who was out there, and you know you’ve got all sort of cool characters like Nathan Drake, but you know Nathan Drake has kind of a nice Han Solo kind of everyman and he’s a comical guy but the Japanese team got really excited about Cole and the flexibility of his powers, projectiles, grabs, and all sorts of cool stuff.”
Very nice take from Killian. Makes sense why his gameplay feels good. Still weird that they didn't try find a character that relates back to Capcom or Namco like they did with Toro and Kuro's moveset, but I like that they at least acknowledged it.
The mention of Mega Man in Street Fighter X Tekken reminded me of the hilarious reason we got the bad box art design instead of the blue bomber himself. Apparently, Capcom forgot to give the devs the rights to the character, and only gave them rights to use the name. Instead of letting Capcom know, they just rolled with it and decided to use the infamous box art design to poke some fun at the mistake. At least that's what I heard on the matter, and I'm not the most reliable source what with my bad memory scrambling the story.
You forgot one detail about Leatherface in the MKX. The actor Gunner Hansen had just past away and Ed Boon payed his respects to him, that might of also pushed NRS to include Leatherface in the game.

Imo they should've done an honorary mention for Solid Snake" from Super Smash Bros" I mean he's so out of place in that series,what with a giant gorilla with a tie and a short,chubby plumber throwing fist at each other. Solid Snake" looks the most normal out of the entire roster lol

I think since the Battletoads were already a spoof of TMNT, they decided to make Rash in KI look like the "realistic" designs from the newer TMNT movies. The absurdity of the "hyper realistic" look and the cartoonish shapeshifting together seems like an intentional joke about making the usually cartoonish Turtles look so "realistic" despite them also being entirely animated within the film. Injustice really turned it into a one-two punch by showing how well the classic designs could be integrated into the more serious DC setting, too.
I thought you were gonna mentionned the fact that when MK dev originally include the cyborg ninja in the game, their place holder code name was Ketchup and Mustard and in later revisions (or was it earlier ones), they were refer to as Robocop. The dev were clearly fans and probably wanted him in the game for a very long time. Also, i'd argue he make thematic sense as a guest since they include The Terminator which as several crossover in comic form with Robocop.
So far the one I still think about it is Nier on SC, but for me, Skullomania in Gals Fighters was the weirder. I could mention Baiken in SamSho but she kinda fits despite her origin game is more fast pasted and como heavy than a more neutral game. Ps: something I forgot to mention in the last top 10 about yugioh moments made in cards would be what about a video of "Yugioh Moments that should become cards" I think I'll pick the Flotation Ring moment from Duelist Kingdom or the Beyond Infinite shenanigan in the Oricalcos arc, also, the Blue Angel fall from Vrains, which marks the maximum disrespect a character could have.
Guest characters are not meant to be "requested by fans" or "promoting an upcoming film or game". They're simply supposed to get new fans to purchase the fighting game they're appearing in.
Fun Fact: The plan was actually to get Cloud as a Playstation Soul Calibur 2 guest character, however it fell through and Namco just grabbed Heihachi as a quick substitute
Would a Bloody Roar character in Tekken 8 be questionable? Both series are 3D fighting games with a start on Ps1 (for consoles). My first pick would be Yugo since he is the posterboy but an alternate pick might be Gado or Shina.
Great stuff! Love guest characters in fighting games even when they are questionable... But I'm surprised that Ryu in Power Rangers battle for grid didn't make the list...he would be my nunber 2 ( only loosing to Negan).
I think I internally accepted Ryu because they gave him a Sentai outfit. Maybe I'll put him on the eventual followup for my favorite modern guests since Ryu is weirdly interesting in crossovers.

Leatherface was a weird guest character but once you learn him you'll realize he's one of the best. Well to me idk if anyone else. And his hammer brutality with the announcers reaction is awesome and different than the rest.
I'm just gonna be honest, the only reason why everyone complains about Star Wars being "weird" for Soul Calibur due to its futuristic setting and yet no one bats an eye about NieR in SCVI is because Anakin Skywalker and Yoda aren't as caked up as 2B

I feel like a big part of Leatherface's inclusion was the desire for Ash Williams to be in MK, something that Boon has supported for a long time. Leatherface likely just fit the Slasher aesthetic better.

For 2B it makes a good amount of sense. Magic and technology kinda go hand in hand. Advanced technology can be seen as magic and magic can be used to make “advanced” technology.
Fun fact: Midway made a Batman game and used the same MK digitized actor method. Causing Batman to do basically everything from MK1 and MK2 in terms of regular attacks.
To me Joker in MK11 was a questionable choice for a guest character that actually defied my expectations. At first I wasn’t happy with him being added into the game but after his gameplay trailer came out and after getting a chance to play as him, he’s actually a welcoming addition to MK11.

Considering almost every character in SC2 had multiple versions of their main weapon, each with their own stats. Cloud's other weapons in FF7 could've been added as well. His joke weapon could've been the spiked baseball bat.

Making Raiden the main character instead of Black Lightning makes sense because if they just made him Black Lightning with Raiden’s moveset, people would just be like “this is just Raiden, what is this?”.
Sometimes and sometimes not. That was the og explanation but I think as time went by people thought Spawn with the cape and axe (called agony) looked cool which admittedly it does.
Correction: they used the wrong spawn. There is literally a "spawn" from every time period. Comic lore states that. There is a mineral spawn and a Bible days spawn and a future spawn so that fits just fine.
I'm huge into Tekken since the 3rd game and I've played Tekken 7 since release regularly. I can say I'm still not used to Negan being in the franchise.
I absolutely love Robocop and while I don't MK11 I was pleasantly surprised to see him make a guest appearance in the MK universe and when Robocop came to Fortnite, he was an instant buy for me

Not only in Armaggedon the cape was transformed into the axe as in SC2, it's also the game's main weapon and some of the axe animations were borrowed from SC. McFarlane's deal also included the toys, but those toys were released not along SC2 in 2002, but the next year (same as Armaggedon).

In a way, 2B being in the 1600s isn't too far fetched since time travel is a thing in the Drakengard/Nier lore (via the character Accord) but given how androids in 2B's time view humans, you'd think she'd be kinda reluctant to draw her sword on them.
Robocop actually makes a lot of sense, because Terminator vs Robocop was a comic and video game. So their lore is closely tied. Terminator is also tied closely to Predator/Alien, because of the Alien vs. Predator vs. Terminator comic. They basically are from a “Dark Horse” universe. The only one really missing is Judge Dredd. Who was famously played by Stallone! He would have made more sense than Rambo. I would have loved if they kept Sylvester Stallone, but make him Dredd!

From what I understand, Namco was talking with Squaresoft about getting Cloud from Final Fantasy 7 for Soul Calibur 2. They got pretty far along and last minute square pulled out of the deal and namco had to scramble to put in a guest character for the ps2 version, so they just did an asset dump for Heihachi
FUN FACT about Cole: When modding the PC version, modders found some unused arcade-specific victory lines for Cole. It indicates that he was probably planned to be playable in arcade.
ANOTHER FUN FACT: Cole, Heihachi, Kuro and Toro all appeared in PlayStation All-Stars Battle Royale.

Robocop isn't questionable. He fits the MK3 cyborg aesthetic well and doesn't even stand out as odd lore wise. Earthrealm has humanoid cyborgs
He's odd because he's slow and lumbering; he doesn't go around beating up the villains like a standard action hero
But man, they really like to point out that he's not from the MK world and that's he's after Kano.

The development team ended up settling on Cole from Infamous because of his abilities, but Killian offered some insight as to why.
“We were committed to try and provide some extra content to Sony and we were excited about looking at the different roster and seeing who was out there, and you know you’ve got all sort of cool characters like Nathan Drake, but you know Nathan Drake has kind of a nice Han Solo kind of everyman and he’s a comical guy but the Japanese team got really excited about Cole and the flexibility of his powers, projectiles, grabs, and all sorts of cool stuff.”
Very nice take from Killian. Makes sense why his gameplay feels good. Still weird that they didn't try find a character that relates back to Capcom or Namco like they did with Toro and Kuro's moveset, but I like that they at least acknowledged it.
If only Cole had an arcade mode story that had two endings, good and bad, reflecting the original game's mechanics.
Fun fact: Cole actually does have Story mode text despite not being useable in that mode.

Another solid list MrTopTenlist! I noticed that Capcom and Netherrealm fighting games have a knack for having “out there” guests. XD
The mention of Mega Man in Street Fighter X Tekken reminded me of the hilarious reason we got the bad box art design instead of the blue bomber himself. Apparently, Capcom forgot to give the devs the rights to the character, and only gave them rights to use the name. Instead of letting Capcom know, they just rolled with it and decided to use the infamous box art design to poke some fun at the mistake. At least that's what I heard on the matter, and I'm not the most reliable source what with my bad memory scrambling the story.
I heard that the person they told to put him in didn't play the game, and based it solely on the box art hahaha
False, it was a joke the devs did with Keiji Inafune before the fallout with Capcom happened.
You forgot one detail about Leatherface in the MKX. The actor Gunner Hansen had just past away and Ed Boon payed his respects to him, that might of also pushed NRS to include Leatherface in the game.

I think since the Battletoads were already a spoof of TMNT, they decided to make Rash in KI look like the "realistic" designs from the newer TMNT movies. The absurdity of the "hyper realistic" look and the cartoonish shapeshifting together seems like an intentional joke about making the usually cartoonish Turtles look so "realistic" despite them also being entirely animated within the film. Injustice really turned it into a one-two punch by showing how well the classic designs could be integrated into the more serious DC setting, too.
I thought you were gonna mentionned the fact that when MK dev originally include the cyborg ninja in the game, their place holder code name was Ketchup and Mustard and in later revisions (or was it earlier ones), they were refer to as Robocop. The dev were clearly fans and probably wanted him in the game for a very long time. Also, i'd argue he make thematic sense as a guest since they include The Terminator which as several crossover in comic form with Robocop.
So far the one I still think about it is Nier on SC, but for me, Skullomania in Gals Fighters was the weirder.
I could mention Baiken in SamSho but she kinda fits despite her origin game is more fast pasted and como heavy than a more neutral game.
Ps: something I forgot to mention in the last top 10 about yugioh moments made in cards would be what about a video of "Yugioh Moments that should become cards" I think I'll pick the Flotation Ring moment from Duelist Kingdom or the Beyond Infinite shenanigan in the Oricalcos arc, also, the Blue Angel fall from Vrains, which marks the maximum disrespect a character could have.
Guest characters are not meant to be "requested by fans" or "promoting an upcoming film or game". They're simply supposed to get new fans to purchase the fighting game they're appearing in.

Would a Bloody Roar character in Tekken 8 be questionable? Both series are 3D fighting games with a start on Ps1 (for consoles). My first pick would be Yugo since he is the posterboy but an alternate pick might be Gado or Shina.

I think I internally accepted Ryu because they gave him a Sentai outfit. Maybe I'll put him on the eventual followup for my favorite modern guests since Ryu is weirdly interesting in crossovers.

Leatherface was a weird guest character but once you learn him you'll realize he's one of the best. Well to me idk if anyone else. And his hammer brutality with the announcers reaction is awesome and different than the rest.

I feel like a big part of Leatherface's inclusion was the desire for Ash Williams to be in MK, something that Boon has supported for a long time. Leatherface likely just fit the Slasher aesthetic better.

For 2B it makes a good amount of sense. Magic and technology kinda go hand in hand. Advanced technology can be seen as magic and magic can be used to make “advanced” technology.

To me Joker in MK11 was a questionable choice for a guest character that actually defied my expectations. At first I wasn’t happy with him being added into the game but after his gameplay trailer came out and after getting a chance to play as him, he’s actually a welcoming addition to MK11.

Making Raiden the main character instead of Black Lightning makes sense because if they just made him Black Lightning with Raiden’s moveset, people would just be like “this is just Raiden, what is this?”.
In regards to Spawn, doesn’t his cape turn into his axe? He can’t have the cape if he’s using his axe.
Sometimes and sometimes not. That was the og explanation but I think as time went by people thought Spawn with the cape and axe (called agony) looked cool which admittedly it does.
Correction: they used the wrong spawn. There is literally a "spawn" from every time period. Comic lore states that. There is a mineral spawn and a Bible days spawn and a future spawn so that fits just fine.
UA-camr Dead Meat also had a hard time connecting the Leatherface timeline, ur not alone on that one
