+riverstun Hardly, more like showing respect to a another great composer if anything, Händel did the same thing with many of his works. Just listen to his Dettingen Te Deum, the beginning are stolen from Urio's Te Deum but Händel just did it better.
Passages like that were the staple of the opera seria. The point is not who stole from whom. Some used them better than others, but they remain commonplace means of composing a serious vocal scene.
Lorenzo da Ponte, who wrote the libretto, catalogued it as dramma giocoso. However, Mozart, who also catalogued his own works, put it in opera buffa category.
