These are private owned tow/recovery companies. Road owner (state, city or province) usually calls the nearest company a available. Insurance covers all cost. If later your insurance holds you responsable for the costs, that depends on your contract

From a person in America looks like the driver may have went around the corner a little bit to fast an that may have caused the truck to roll over just an opinion but I could be wrong
why the crane? both wreckers should be enough to upright the truck. poor rigging, and the crane was working against you. if anything the crane should have rigged to the backside of the tank to help roll the truck. but you didnt do that. one wrecker should be rigged to pull down on the wheels and the other wrecker should have had its boom up and extended out to reach over the top,and with 2 lines over the top over of the tank and connected to the extra straps connected to the frame. the wrecker with extended boom would lift and roll the truck from the backside while the other wrecker pulling down on the wheels. i noticed that when you rig and pull on the wheels/axles that you are pulling sideways. you need to run the line from the wrecker to the lowest point on the wrecker an outrigger maybe and use a snatch block to redirect the line upward to the wheel/axle in order to pull down. other than that..you tow operators across the pond are great.
I agree about the poor rigging, why go to the bother of fitting the hub lifting points and then rigging the wreckers to the axles - the hubs would have given a even steeper pull down. Also some of those chains looked like light load binders not decent recovery chains. As you say running lines over the top would have been a better idea especially as it say's the tank had broken loose. 10/10 for removing the prop before pulling it over.
The crane is only to prevent the truck to flip over to the other side. If the truck comes over the tipping point, the would have no controll over the truck anymore only with the wrecker. And the wreckers are no mobile cranes, they cant lift and extend the boom so much to reach over the truck
Nice to read a comment that shows you do the job and know how to do it properly, l used a 750 holmes for thirty years, sometimes l needed 2 trucks, some of my jobs were far worse than that, l am 65 years old now and still do the job most days, but with modern equipment, no safety cut outs on a 750 you just let the creaks and groans talk to you. and yet again another complete meal made of a simple job, achor point needed to resist winches , truck ahncor points needed to be as high up as poss. its a simple job never ever needed a crane
