Hi! this song is from a childrens tv show in Japan. It's called inai inai ba. which means peek a boo in English.

It's a great show with lots of easy to understand Japanese (as it's for young children) and fun songs to sing along to.
わんわん　wan wan - is the dog.
うーたん　u-tan is a toy/puppet on the show
During the video i say ふうか　(fuuka) 風化 means weathered/worn..... However it could be the name of the girl on the show?? i am unsure.　so sorry.
