Mortar mix by rapid set cement. Corrosion inhibitor by Euclid. No bonding agent, this mortar has excelent bond. If you want you can apply an epoxy (not acrylic) bonding agent to bond the concrete layers, but it will be expensive.
@@um1969 FRP rebar can be used, but the rebar cage has to be designed and it has to be a complete replacement. The hooks and bends in steel rebar are a key element in the design. If you don't incorporate them in the repair, the repair will be inadequate and cracks will form.

Many brands. But I use Euclid or SIKA. Non of those for sale at the Home Improvement stores in the USA.

@@ericwelch5461 Once rust sets into metal, not much will stop it. It will keep expanding and popping the concrete off.
