This all happened far enough in the past that the characters were a bit different. Genji was actually mostly a good guy, as is McCree though McCree used to be an outlaw. The woman is Moira, a scientist who does very unethical work and cares more about her scientific work than right or wrong. She was the one who turned Reyes into Reaper eventually, though her experimentation. We don't know a lot about that, but we know that's what happened. Reyes is not someone I see as "evil" but more like the jaded cop who gets kicked off the force and goes hardcore vigilante. Of course, becoming Reaper changed him dramatically, both physically and psychologically.
