This can go off-road, the beach would solely depend on the type of sand on the beach. If the sand is hard packed, probably not much of an issue but as soon as you get into the soft loose beach sand, there isnt anything that will take you through that unless its a 4-wheel drive powerchair or a tank chair with tank tracks.

Yes the seat can be removed and the tiller can be lowered
