Evening is ok but its still best in the morning. Some plants that open up their stomata at night can benefit from evening sprays - ie sansevierias and cactii.

Hmm I use neem oil almost every month and my plants perk up a week after. Its got such strong antimicrobial properties and kills most pests that the plants become healthier and stronger.

Thats because they dont give enough airflow. Misting is good as long as you have good air movement, also if your water is clean and not dense with minerals.
Anthuriums flower quite readily and often when they are mature. I did not give them specific nutrients for the flowers but I imagine a balanced NPK ratio would be good.
What about Trichoderma or PGPR? They said it can gives nutrients or makes the plant able to absorb nutrients better, while gives protection from fungal infections

I use seaweed to folia fertilise my leafy plants once a week, using a diluted proportion. Sometimes I over add, but no visible harm done.
Cool! Ive yet to try seaweed yet, they arent available in my country. I bet its quite sustainable too!

The pH of your foliar solution is actually quite important, a ph around 5 is recommended for maximal absorbtion
