When will someone officially challenge this procedure of requiring “ An Appointment” to enter and record public servants in the course of their duties? Each government building operations Managment seems to be trained to write a policy to prevent the free movement of the press. Where is the training coming from? The DHS memo and similarly Poster 7 seem to allow recording,BUT, then there is the section that seems to allow them to prevent it by allowing the building manager to create RULES.

When will someone officially challenge this procedure of requiring “ An Appointment” to enter and record public servants in the course of their duties? Each government building operations Managment seems to be trained to write a policy to prevent the free movement of the press. Where is the training coming from? The DHS memo and similarly Poster 7 seem to allow recording,BUT, then there is the section that seems to allow them to prevent it by allowing the building manager to create RULES.
The building manager did not create the rules. Those rules are nationwide. "No one may photograph or record at a USCIS office except when observing naturalization or citizenship ceremonies." Source: U.S. Citizenship and Immigration Services Policy Manual, Volume 1 - General Policies and Procedures, Part A - Public Services, Chapter 8 - Conduct in USCIS Facilities.
The regulations that permit certain photography in public facilities begins with "Except where security regulations, rules, orders, or directives apply..." Here, the rules apply to prohibit photography unless you are there observing naturalization or citizenship ceremonies.
