Probably not the best example, but an example nonetheless of the visual differences between animating at 12 and 24 frames per second. Red dude moves at 12fps, white dude moves at 24fps.
The difference is still noticeable and discernable, it just comes down to how you want it to look. Then ask yourself; in this day and age, why would you do stop-motion if you didn't want it to look stop-animated? 12fps all the way :-)
Well the purpose of changing your framerates in stop animation is because regardless of how many/few frames you devote to an action, it will (at least when we were still working with film) always be played at 24fps thus making it "faster" or "slower." In flash the idea of double-framing is meaningless because it's a completely different method of animating than stopmotion.
12 and 24 fps should be alternated between when making full animations, 12fps makes for faster motion without the need of blurring, while 24 works for slower motions so they wont look choppy.
Depends on who you ask, 12 tends to jump a lot more so it feels faster and I'd use it for something like a punch or speeding bullet. The logic behind that is that you don't see individual bits of a thing moving quicker, Fast motions at 24 or even 60fps seem slower to me, but it really depends on the action.

Did you animated the figures in that actual frame rate or is this a video conversion, starting with them both in the same frame rate originally?

You really don't. The average stop motion movie framerate is 24fps.
