That's the problem with digital meters. Just used a regular continuity tester and be done with it. If it lights up, the circuit is good, if it doesn't light up then the circuit is bad. Analog meters for everything else. The needle goes to position and stays there until current is changed or removed.
That delta lighting bulb probably won't work because it is most likely leaked to air if you can see into it
You question your leads replace them. If the pins are corroded clean them you can't get an accurate reading with these two issues seems waste of time and flip the bulb rather than moving the meter back and fourth.
I have some fluorescent bulbs that only have one pin on the end the very old. I would like to know how to test them

Some people have no intelligence! Why didnt he just leave the meter and camera in one place and flip the tubes? It would have shortened the video considerably and made watching it so much nicer, reminds me of some BAD home movies that bounce all around!

So.. What is the take home message? Low ohms reading means good or bad bulb?
Low ohms means the filament is still good. Other things may be bad.
High ohms or open means the filament is bad, and it is very unlikely the tube will work
did the wb40 make the tube transparent?
No.
You didn't tell me anything like why only test one end and doesn't the discoloration mean its ng. Don't asume people know things 😅
You said continuity test. But your ohms testing.
That would mess up alot of novice multimeter users unless they are paying attention to your setting on the meter.
Continuity = resistance.

were you born like that ??.A normal tube should be between 2 to 5 ohms and take less than a minute to explain let alone 11.31 minutes
