Yeah the description is poorly worded, the 4th layer of these does play without requiring your tank to explode or the mission to end. Severe panic state can also be reached with crew injuries or close range duels with a strong enemy. It should just say "severe panic or mission ended".

the climax plays when your tank crew is under severe stress(enemies close by or your tank is hit but is still operational)
