You can broadcast on the VHF band by putting a pair of rabbit ears on the antenna out on a VCR or DVD player that has an analog tuner. Then you can use the Sony Watchman within the building.
You could also SoftMod the Original Xbox with an Action Replay exploit through a save file. No mod chip needed, you just had to have a non Platinum Hits Splinter Cell or Mech Assault.
Came looking for this comment cuz that's precisely how I modded my Xbox back in the day. I bought two games for my Xbox: Halo 2, and Splinter Cell. And the obligatory Action Replay. The guy at GameStop told me, "you know that's not for cheats, right? It's just for game saves." I'm like, yup, I know exactly what it's for.... lol
The one close up on the WatchMan (I remember those being on the market) showed a VHOLD button. OMG! I can't remember the last time I had a tv with a VHOLD button! For you young'uns out there who don't know what that means, well; in the days of CRT tubes in tv's and monitors, sometimes the picture would start to roll vertically. You played with the Vertical HOLD button until the picture stopped rolling and stayed (more or less) centred in the screen. Thank your lucky stars every day that you have smart tv's that do not suffer from that problem any longer!
