2008 Explorer PATS and throttle body check

Customer had a problem programming the keys after pcm replacement. They sent us their hardware for offboard programming.

If I have only 1 new key programmed would it still cause a no crank no start I’m throwing a b1213 code and saw that minimum required keys were 2 or 3
