This is fairly slow as it is. The piano in Beethoven's time could not sustain and project a this melodic line if played too slowly; the notes die too soon and continuity is lost. Beethoven advises to play this in a singing manner, which means to consider the way a vocalist would perform the melody. As long as the accompaniment is very light, the movement can go faster. The pianist decided to play the ritardando near the end actually before it is indicated in the score, so he's going slower than tempo primo by the time the ritardando appears on the last page. I like the way Beethoven writes it better!
