You may already know that, but he lack of lore in-game means the average player probably wouldn't. I would still like the option to join them though.
I keep getting these "snake" vibes from her. Her voice and tone sound extremely alluring, like a monster trying to lure a child closer with the promise of security and safety. All the while, the victim doesn't notice they're walking into a trap. I wouldn't be surprised if Elenwen has serious sadist tendencies underneath the calm and false benevolent demeanor. It's not that far fetched given the Thalmor's violent mafia-style nature, as well as the fact she was the one that tortured Ulfric.

So sending a meager assassin would have been sufficient. But by the time the peace council is held if you speak to her before the council begins she states that she NOW knows who and what the protagonist is. It's also worth mentioning that she not only sent the assassin but a entire platoon of agents to beat you to Riften so it's not as if she took the espionage lightly.
Jean Gilpin is fucking amazing. She made Elenwen and Knight-Commander Meredith into absolutely chilling characters, and Boethiah and Meridia give off the feeling that you were truly speaking to a deity that could kill you with no effort on their part.

Tullius recognized this and attempting to execute him as soon as possible (and by extent all his prisoners in his possession, to justify the action) instead of give him over or make a plea to arrange a trial against him, which would also, as collateral, mean the death of you, since your character had been nabbed at that same time while illegally crossing the border nearby.

It's something Bethesda forgot an RPG like TES and Fallout need in order to make the PC forge their own history and fit nicer into the role-playing aspect of the game when they made Fallout 4, which took that vital piece away by making the PC voiced and already have a detailed history that makes the role-playing part of Fallout 4 seem already sorted instead of fresh for the making. It's like a game such as Mass Effect 1 - 3. By giving you command of Commander Shepard, you aren't an OC PC. You're Commander Shepard. Your actions may be yours to make, but you already have your history to that point sorted and un-ripe.
