    The presentation will examine the relationship of wargaming to the Navy's professional military education process. It will take a brief look at the history of gaming at the Naval War College, and particularly the separation of research and teaching after World War II. It will then go into the underlying relationship of gaming to professional learning and end with some observations on how educational wargaming can be improved.
    Robert C. (Barney) Rubel, Captain, USN (Ret)
    Commissioned in 1971 out of NROTC at the U of Illinois. Wings in Feb 73. Squadron and instructor assignments through to 1991, including command of Strike fighter Squadron 131. FWIW attended the Top Gun senior course in 1989, distinguishing myself by having the Co throw me out of his house at the end of course party. Spanish Naval War College in 81-81, US NWC 85-86, with follow-on instructor duty there involving gaming until June 88. After command went back to NWC 92-96 doing wargaming and joint education accreditation work. Inspector General SOUTHCOM 96-98. NWC again 98-2014, mostly involved with gaming. Chaired Wargaming Dept 2003-2006 and from 2006-2014 Dean of the Center for Naval Warfare Studies. From 2014 to 2021 I was a part-time advisor to the Chief of Naval Operations. Published over 40 journal articles.
