Could be because of the quality of the screen recording of the 2000s parades. This seems to be directly from the tape that held the parade.

Usually via China or Russia, however sometimes people will sneak DVDs and tapes back to the US since buying these are out of the question since on visits your guides will always handle your travel money plus most North Koreans don’t have a dvd or video player so a North Korean blockbuster is out of the question
The DPRK its not against cultural export/exchange. It's the other countries that prevent it, specially the US/UN and their sanctions

If the national anthem is copyrighted, all of this video should be copyrighted by Korean Central Television and should be removed. Even so, only the national anthem is muted.
