Franklin understands how he'd feel if it were leon that got killed like that, so he's letting him get it out. Plus he knows leon well enough to know leon isn't going to attack him or anything and will just throw some shit around and yell to burn off some steam so he didn't see a reason to escalate knowing leon wasn't a threat.

The whole show is based off his mistakes and consequences and the theme that Franklin carries throughout thr show, which is proving everybody wrong, which just keeps him falling deeper
