The thing is they have yet to actually complete this correctly.
My thought since near the beginning of these UNO games was they each draw 3-5 times and THEN start the game. The max they can really all have is 25-30 each, give or take for the few that pick up alittle more. So they should cap themselves at 20-25. First to 25 then start playing.

There’s only 105 cards in the deck. The discard pile goes straight back into the deck. So when you play a +4, the deck will have one card in it...the +4. You just gave the next guy in line your +4.
