A little bit late, but maybe you still need some help on that question aniway. Your list of strategic initiatives should be the link to the budget. But, you should not forget that, some initiatives or programs might come extra in the middle of the budget period depending on the situation, so you always need to include some slack for the budget.
Typically the objectives in the bottom perspective (Learning/Growth or Organizational Capacity) are thought of as "Enablers". Then those, plus the Internal Process perspective objectives, could be thought of as "Drivers" of the desired outcomes captured in the Customer and Financial perspectives.
