depends what species, but yes, many saltwater fish stores carry nudibranchs for you to buy as a pet
They are but make sure that they are not wild caught, if possible.

By the way this is the horrid thing SpongeBob brought home in "A Pal zFor Gary".
Whoever produced this video did a terrible terrible job. That music is god awful and way too loud. It actually makes it hard to hear the researchers.
