Alright... the guy dropping off the papers is clearly aiming at Sheldon.
In this episode, Sheldon becomes a newspaper delivery boy, in order to pay his father back after tearing the new refrigerator due to the high-pitched buzz in there. He gives it up because it's hard. He gave it to Billy Sparks.
Instead of nobody cares I would have said "well this is how it's supposed to be done", so that way Sheldon feels like he's following the rules which everyone knows he likes to do.

Am I the only one who feels sorry for Georgie? It shouldn’t be Georgie’s responsibility to get up and watch Sheldon. Why couldn’t Mary watch over him instead and she could’ve just drove Sheldon around so Sheldon could deliver the papers. That’s how my mom delivered papers when she was Sheldon’s age.
It's an oldest sibling thing, at least it was then I'm 43 so I was a kid then.
He was only showing him the first time, bit like it would've been every time. Plus she wasn't driving him around because that defeats the point of him doing good job, learning skills he needed

I am not familiar with newspaper delivery job but i am sure sheldon was doing perfectly fine job. It was all fault of that guy who was throwing newspaper that shekdon looked miserable. He was literally throwing papers and then when because of his throws the paper started flying away he doesn't do anything. Similarly he even threw the pack of paper at him. What kind of doughebag is he!
