- In the 2000s, Brazil’s leftist leader Lula da Silva implemented an audacious program of poverty reduction. It was called Bolsa Família, “the family stipend,” and offered a guaranteed income to all poor families in Brazil. The program went totally contrary to the prevailing neoliberal consensus.
But while the countries that implemented “welfare reform” saw poverty increase, Brazil’s program led to massive reductions in poverty. Lula’s program lifted tens of millions of people out of extreme poverty. In essence, Brazil figured out the solution for poverty, and it's very simple. Give people money, and their lives will improve.

Sweden has a lot of great social support laws, sadly we have taken several wrong steps in the last couple of decades. We still have it very good here but we really need to stand up to keep it that way, especially with the extremist rightwing party SD gaining frighteningly huge support in the last couple of elections.

The United States is currently trying to increase poverty. And they wonder why there is so much political division and hatred toward politicians and the wealthy on both sides of the political aisle. It's a mystery to them when they brought in on themselves.
yeah, as an American with Brazilian family and friends I was shocked as well. I think it would have been more appropriate if the adjective "extreme" was place before "poverty".

Yes, and the title is correct, by the way. To solve poverty here means finding a solution for the problem of poverty. Eliminating poverty is nowhere in the title, and would only occur if the found solution were to be implemented to its fullest, which is usually hindered by opposing political forces.

As a Brazilian, I can say that on the one hand I am proud of what we have achieved.
All the leaders who passed through our country had their downside, including Lula and it's good to always show this side too, but the Bolsa Família was a big step towards social inequality, and I would also like to mention the SUS (Unified Health System ) responsible for providing free medical care to all Brazilians and offering the opportunity to care for families who cannot afford a private hospital.
But there is such a long way to go:
With the bad economic administration, especially for a few years now, the Bolsa Família is no longer being enough to help families, especially with unemployment, thanks to the pandemic, which made many people have to depend on the program as well and overloading it.
The lack of effective oversight allows many people who do not deserve to receive the benefit and take it away from those who really should be receiving this money.
We haven't ended poverty.

But I hope that in the future we will make it.

@@CreatorProductionsOriginal dude, i know there still are poor people in our country but the point is tha before lula there were four times as many. as someone who basically survived on bolsa familia when i was a kid i can say that it did help a lot, couple years later my family was able to afford a house using the minha casa minha vida program. lula changed the lives of millions of people who really needed it and the only reason noone in brazil talks about it is that after the success of pt's government midia started trying to turn the population against pt, so that a right winged president could be elected and they could go back to favour the rich. even lula's aresting was proven to be unjust.

Pagliarini gives an excellent summary. However, the income transfer from Bolsa Família went from the medium class to the lower class. By not taxing the rich and promoting too little land reforms than what it was needed, the shrinking of poverty in Brazil was much lower than its potential.
Lula isn't necessarily a socialist, meaning we preferred to conciliate the classes instead of abolishing their struggle and sure, Bolsa Família manage to do a lot to transform the reality of our poor, but it would have been a lot better if PT gave less to the conservatives in Congress at that time

@@Rory20uk Brazillians are not helpless hostages of the USA. With the astounding level of domestic support and international respect he had, the USA wouldn't risk an actual socialist uprising and war without international support. That would put their entire influence over Latin America at risk.
They waited until massive oil reserves were discovered and a less charismatic successor, Dilma Rousseff, took office and was forced to implement neoliberal policies by the São Paulo bourgeoisie to eliminate their support, criminalize the PT administration and promote the 2016 coup.
That only goes to show they'd have done it anyway. That was a lost chance at getting rid of the brutal agrarian role in our neocolonial economic dependency of the USA.

correct me if i'm wrong, but wasn't the original strategy to strike a conciliation with the ruling classes and oligarchy that dominate Brazilian politics to allow the PT to get a foot in the door (i.e., to get media coverage that wasn't constant demonisation, to appease business owners etc.)? Lula isn't an idiot - obviously it would have worked much better if the richest were taxed instead of the middle class. He was strategic about what could be done given the political terrain at the time, and that meant having to appease the rich. Since the middle class were never supporters of the PT anyway, it made sense to let them take the brunt for the scheme. I'm sure that now, since the PT has established a base and can go off Lula's reputation, they would rather tax the rich. Lula has said that he would be more radical this time (here's to 2022, inshallah)

ok... lemme tell ya some things, as a Brazilian Myself:
First: The program wasn't created by Lula. only adapted by him. previously it was Known as "Bolsa Escola" and many other names before becoming Bolsa Familia. and yes, it did give better conditions at the time for poorer people, especially because it recieved a huge boost when Lula was in the presidency, but it wasn't by any means a "livable wage" then, and it isn't today. it is at best, a help for those that have nothing. but giving one dollar to someone that has zero, doesn't automatically make him live better. conditions in favelas continues to be bad.
Second: Lula Surfed on the Commodity boom that ended in the 2008 global crisis, that's what allowed him to make his program work. his numbers in 2009 and 2010 wee mediocre at best. using the comodity boom by itself is not wrong by any means, and anyone with the same principles of Lula would've done the same if they were on his place. the thing that this video forgets to mention is that after the crisis in 2008, the situation on social programs deteriorated, by a lot. and even with the program recieving big boosts and the minimum wage becoming USD 200 a month (at times when Lula was president it was USD 500 converted to the values of that time), the problem with Brazilian Economy is not the quantity of money itself, but that the money isn't worth anything. imagine paying 5 or 7 dollars for a Litter (not a gallon, a Litter) of Gasoline, for example, today. yes, things were cheaper at the time Lula was in the presidency, the Dollar was much lower than today, that's a fact, he did a lot of undeniable good things. but it wasn't his merit alone. and this is what this video fails to tell.
Third: his succesors were a disaster. Ask anyone, Dilma was a disaster, Temer was a disaster. and Bolsonaro is the worst disaster of them all. a plethora of bad decisions, corruption scandals from both sides of the political spectrum, not to mention Millions and Millions in money to the pockets of the rich. this isn't an Exclusivity from Bolsonaro's Regimen, it comes from long, and it shows.
Fourth: if you think Favelas are bad. boy, you know nothing. try searching for Palafitas. that's what the pinnacle of a bad place to be. and yes, they did recede from the past for today, but at the same time, you cannot say that inequality disappeared or that Bolsa Familia made even a small dent on it. it helps of course, any help to anyone that has nothing is life changing, but it is not enough, and we all here know it.
Fifth: Both sides on the Political panorama were wrong on the Military regimen time. let's not forget the Araguaia Guerrillas, the Kidnaping of Diplomats and the Bomb attack on the Recife International airport. the military regimen Killed people on DOPS, and tortured, that's a fact. and there is people that is missing to this day. but the people on the Other side are not saints either. both sides tortured and killed people. and Lula's Allies were members of those Groups, with Dilma, Lula's Successor, being a member an Anti-Government Group at that time herself.
yes, Lula and the PT did good things, but so did terrible things. Show both sides and expose the skeletons of both sides, please.

My partner is Brazilian, I'm Australian, and we live in Canada. She's frequently frustrated that she can get faster healthcare in Brazil than we can here. I've been waiting for a specialist appointment for almost six months now, which is totally unreasonable from an Australian healthcare perspective too.

first, lula wasnt the president who created bolsa familia, it was the one before him and he just changed the name of the program. second, in PT administration the country did grow a lot, but so did the inequality and
income concentration problems, is just that everyone was welthier so there was no reason to complain or even realize what was really happening. and the problem is right there, PT is arguably the most corrupt (if not certanly one of the most) political party in the world, lula was even condemned and arrested (for only one of his uncoutable crimes) because of that (later he was declared inocent by one minister he
indicated, obviously), and great part of the economical growth of brazilian economy in lula's goverment was due to criminal political deals with big companies. the conomical growth achieved was so false, that in the middle of dilma (lula's ally and successor) administration the country dove into a gigantic economical crisis of which it has not recovered yet. i do belive that bolsa familia was a positive thing (it could be even better though), but this story that PT is a party of the people is just marketing and a useful tool to acquire votes, the truth is PT was the most capitalist goverment of Brazil's history (they even admit it). there is no right or wrong side in Brazil past and present, but probably the most part of the sides are just wrong.

Love the video, the Gravel Institute doing a marvelous job once again. Only one correction: the first political party founded by workers, for workers, was the Partido Comunista Brasileiro (The Brazilian Communist Party), founded in 1922 by 9 workers representing 50 members.
As a Brazilian, it's kind of scary how many people in here look up to the US as the "better country." I've seen some people argue against public healthcare and gun control, simply because "That's how it is in the USA, and they're a first world country, so we should follow their example."
This is a really great video, and I'm glad it has Portuguese subtitles so can show it to everyone in my family! It's nice to see a foreigner's perspective on our politics.
Tell those folks it's 1st world for the oligarchs, 2nd world for their servants that get to clean the scraps and living hell for everyone else. I know more than a few US families that went from middle class to skid row thanks to a single medical emergency.

I think the omission of the policies started in Fernando Henrique Cardoso presidency, such as the project that later was renamed and increased in Lula's government, "Bolsa família", and the "Plano Real", a great economic plan, maybe the best one done in Brazil, that reduced the enormous Brazilian inflation to acceptable rates to the people, was a downside to this video and a bit misleading, because the transition between the military coup and Lula's "socialist" government was long and diverse. If not for a series of privatizations that made the Plano Real possible, maybe the future governments wouldnt be able to provide to the people a social security programn, such as Bolsa família, in pair to the rising inflation.
And, statistically, inequality in Brazil increased in Lula's government, because the elite and specially the banking sector recieved a lot of benefits during Lula's government, while the industrial sector was shrinked, but the extreme poverty was almost extinguished, as stated in the video.
Overall, great video! Im no expert in economics, but studying the contemporary economic policies from Brazil, i observed this disparities.

I do understand the criticism towards this video, but I would still appreciate if the institute would come back, as I do generally enjoy their videos, especially when they talk about America, my home. They are typically able to convey more unbiased knowledge when it comes to America, considering it is also the institute's home.

It's a clickbait title for sure. No country in the world has truly solved poverty. Brazil just significantly reduced extreme poverty. Still a lot of work left to be done!

Me, a Brazilian born in early 80's: YES we did! I remember the absolute chaos it was before PT took the government. It's not perfect, Bolsonaro is fucking up a lot of the progress, but do look into: shortage of food before PT, unemployment. People with degrees in engineer and law school applying to do janitor work. It was wild, it's all in the newspapers.

In the early 2000's there was a commodity boom, Lula just rode the wave you can't attribute the economic growth during his term with his government.
Came 2014 this boom ended guess what, Brazil has entered a recession that it still didn't recover.
I'm not against Bolsa familia but there is always a bigger context behind these issues, instead of making Lula the patrion saint of the poor.

My one critique of this video is that you really shouldn't be citing the "international poverty line". That's a metric made up by international organizations like the World Bank and IMF to "prove" that capitalism has lifted billions out of poverty over the last few decades. They make the line extremely low so that it's easy to claim improvement.
Not to mention that none of these feelgood socialists ever consider things like currency, money supply, inflation, job creation etc.. its only TAXES TAXES TAXES from that crowd.

The idea that we just care about taxes is a conservative myth meant to make us look no different from social democrats. You should actually study socialism before criticising it.
Also I find it ironic that you criticise us for not considering inflation or job creation when the lowest inflation rates are found in countries with price fixing and the highest employment rates were found in the Soviet Union and the Eastern Bloc.
It's almost as if the majority of criticisms of socialism are actually just capitalists projecting the damning faults of capitalism so that the masses don't realise they have no reason to tolerate capitalism for even a day longer.

The program did lift people from extreme poverty, but also hard cemented them into regular poverty.
It is useful only on the use case listed above, precisely because the government doesn't pay it if you earn more than a certain threshold. This stimulates people into staying below that limit to keep receiving it.
A much better solution would be to keep the program, sure, but also to provide the means to go beyond that quickly. This can only be achieved by expanding the economy and the private sector, so that jobs are more plentiful and better paying.
A thing that Lula made way too difficult by the sheer amount of government debt, overall taxation and feeding the unions to the point they became fat and ineffective.
As a middle class Brazilian, I see this as a way to keep stuff at a standstill or worse then they were, while making him a Christ figure.

I can't help but also get extremely frustrated, ALL parties should have their people be their first priority. It's the reason we have democracy, the reason we vote, to have someone with power and know how to support US. It literally took a worker union taking over the government to fix things, since it seems most political parties are not for the people and that's just fucking sad.
That's probably because people care more about the economy and gdp than fixing their own ignorance. Now they vote in parties who make profit happen until it's no longer appealing to voters or those who can afford to vote. Basically it's the fault of the voters themselves who failed to educate themselves and continue to brainwash each other. And the US is full of them

I guess it may be an inevitability that the working class may turn to social democracy at some point (or more) but I wonder how long it's gonna take. Social democratic policies like universal healthcare are very popular amongst the populace so it may be sooner than we think.

Lula didn't promote any Revolution. In fact, he maintained the same macroeconomic triad than the prior president, FHC (Clinton's puppet). Pagliarini gives a nice summary, but the video is a bit too romantic about a government that gave only the bare minimum while they could do MUCH more. Lula didn't even promote land reforms and partially screwed the social security program (Michel Temer screwed the most) besides having support of both the biggest land struggle movement of the world (MST) and the biggest sindicalist association of Latin America (CUT)

One of the main problems here in Brazil was that Lula and the Partido dos Trabalhadores gave people what they needed at that moment (money) but failed to discuss some other important matters. Therefore, when the 2008 and 2014 economical crisis hit, people quickly started to look for other president who coul give their money (buyer power) back. Along with others factors, it was crucial to leave us at the horrible situation where are at now.
Here in Brazil, it's mostly like in every developing nation, you come from a rich or middle-class family, you're fine, but if you're poor, you try to go to college or have a low-paid job to survive, the poor here barely make it out of poverty. I personally hope I can make it to college and move to another state and then to another country, why not?

I'm from Rio de Janeiro and around 70% of Cariocas live in some type of favela or in a risky area with a high degree of violence or extreme poverty.
However... This is a part of Brazil, as far as I know the South of the country has lesser problems than this one and the Northeast and North are worse, but in general that's what it is.
from the south here, uh yeah there is no favelas and shit but its still hard, crime rates are STILL as high as like, a normal place close to favelas? and yes poverty is high and payments are still low while everything else is increasing in price, once there was a time that i struggled to bring food to the table!
