I don't have a lot of experience with anything other than Adobe products, unfortunately, but I think you should still be able to use this method even with another program. The things I'm using Photoshop for are not very complex, so as long as your program can do basic selections and export a pdf you should be good.

I'm not sure exactly, but I would look into Fontself, an extension for Illustrator that allows you to create and edit fonts.
