The VIPs weren't Eldians. They were Marleyas. The Eldian Willy was talking about were the civilians that live in Liberio like the ones that died in the apartment building when Eren transformed

Considering that when Bertholdt transformed in the Colossal Titan in episode 2x6 "Warrior" he never transformed again, we could assume that Colossal Titan sped all their stamina and are unable to transform again probably for days

Assault. If you didn't know mate, this episode received a perfect 10/10 score on IMDB and rank top 5 episodes in ALL of TV of all time.
Not sure if the whole VPN thing actually works but here in Japan AOT is actually on Netflix and I think Eng subtitles are available. Maybe give it a shot?

I don’t and I think the vast majority doesn’t, what’s the double meaning?
