AC Hard Shut Off Expansion Valve nitrogen pressure does not go to low side

The high side pressure does not want to instantly go to low side
It will actually take about 15 minutes or more .
There’s nothing wrong with the expansion valve

2015 Honda odyssey changed the compressor and condenser l customer says when very hot out side it does not cool. I am out of ideas. Low side is 48 and high side is 254 with engine running. Any help with be apprecited.

@@saiautomotivemilton.7128 did you charge it by weight? After the manufacturer sticker recommended refrigerant quantity.
