I don't think so - they serve different purposes. Flashcards make sure that there are no gaps in your knowledge, and you can use spaced repetition with them to ensure that things go into your long term memory. In contrast, I think past papers are more useful to really get to know the markschemes. This doesn't apply to every subject though - I wouldn't use flashcards for maths for example.

I mean it really depends on the subject, but there are some really great resources out there such as bioninja for biology. The best resource you can use is probably exam markschemes - these will have exactly what you need for the exams. Also, if you are doing a content heavy subject, making flashiness and putting them into anki is probably the best thing you can do, it will really help with memorization.
