My parents were rescued from a second story window with a small boat. I worked at a gas station, after high school each day. I could not get home until the next morning, due to many bridges being flooded over. Certainly a traumatic situation, but on the other hand, you always see the awesome good of community who band together to help. The sad thing is also attracts, "rubber neckers", who just want to come and see.
I read a while back (couple of years) that about 95% of ALL dams in America were in dire need of major repairs or 'refurbishment' and classified as being critical for possible failures. The ones built in 30's and 40's being the worst because they were built by the government but the local state was then expected to maintain them - and haven't. The town of Waterville, NC is right on I-40 at the NC/TN border. There is a power plant there on the river. If you follow I-40 east into North Carolina for 10 miles, you will find the NC welcome center and rest areas on both sides of I-40. The Walters Dam is about 1,500 feet southwest of the rest areas. It is a classic TVA dam, built in an arc across the river. That is the dam that has been releasing all the water that washed out part of I-40, in the same place it always washes out.
The Walters Dam is not a TVA dam. It is now owned by the Duke Power Company. It was built in 1927 by the Carolina Power and Light Co. The first TVA Dam ( Norris Dam on the Clinch River ) was built in 1936.

I have always believed that if you live at the beach, then you must expect catastrophic damage to property at some point. Same with choosing to live in a bucolic environment next to a mountain stream. I looked at a few houses next to streams and brooks and passed on them because as a small child I remember how babbling brooks can turn into angry bodies of water given the right conditions. However...we all have a risk level and sometimes taking the risks seems the thing we want to do. Guess it's part of being human

Problem is States up stream released water ahead of the hurricane!

Dang, I live in N Calif. in 2017, the Lake Oroville Spillyway fractured which cause DWR to have water overflow to go over emergency spillway- catastrophic failure both @ spillway, emerg spillway. The dam itself held, but what a horrible mess.

I remember that, except Oroville is one of the biggest dams in the country and if that dam had failed it would have sent flood water all the way to Sacramento.
Make sure they get relief funds from their local churches, not the Federal government.
