Before they are the fruit, they did not have the capacity to sin because they did not have a concept of evil. By eating the fruit, they were given the ability to commit evil (sin) because they received the knowledge of right from wrong (knowledge of good and evil). God allowed them to do this because He gave them free will. If God stopped them from doing this, they would not have free will and would basically be robots.
