I've just been to Bhutan last 3 weeks. I've been wondering what you are doing if the weather becomes worse and a visual approach is not possible anymore. Do you go back to the next airport in India ? Did it happen already ?
I was told that they check weather before departing for Paro. If weather is bad, they hold the flight and delay. If it's good but gets worse mid-flight they either return to departing airport or land at an alternate, likely in India.
you don't seem familiar with the term of "mountain flying". it is quite demanding even if you are flying a small plane which offers a lot of turn radius, let a lone an airbus 319, the runway seems pretty short too and with a sharp turn on short final that is a pretty bad combo. also, runway 33 (shown in this video) is the easy one, runway 15 though, is a different story. also, try this approach on manual in bad weather. it's nothing like kai tak because bhutan has no Checkerboard Hill ;) cheers
