Black Eyed Peas represent change because you’re supposed to eat it with collard greens which represents fortune. It’s a pun and a hope for good fortune in the new year.
Some believe that the black eyed peas are from the Jewish tradition of eating certain foods on the Jewish new year in the Fall, one of which is called "rubiya," which is meant to sound like the word "rov," meaning many, in that we should have MUCH success in the coming year. It likely translates to fenugreek, but was often confused for the similarly-sounding "lubiya" which means black eyed peas.
