I gotta assume Leo Galante at the time of him coming down to New Bordeaux he was probably the boss of the Vinci Family since Frank had probably died which could explain how Leo was able to convince the commission to let Lincoln run the city for the same 20% cut sal was kicking up. Would be better to see empire bay again if there's another mafia game but I doubt it.
My guess is that Leo became boss of the Vinci family and took over that territory and that guy Pepe eventually after a couple of years created his own family in place of clementes territory around 1953-54 and Eddie Scarpa and Leo settle differences and Eddie takes over the Falcone family and joe became Leo’s underboss until Leo dies in 1970 and Joe is made boss and I hope mafia 4 will take us to joes rise through the galante ranks in the first few chapters of the game and the rest is in 1972 while joe is the boss and we do missions involving running the family as well as side missions where you run rackets and send out hits and stuff like that and then have joe die in 1973 after his under boss kills him at the end of the game

So The Commission let Sal run rampant in New Bordeaux for a kickup to them. Hence why he wanted to get above them by going legitimate and not having to share his earnings via the casino.
