Yes there are rumours about a reuse of the old Westschleife. But as you see there is a lot of work to do to make that suitable again. A bigger problem is the permission because of neighbours who complained about the noise.
You boiled it down to an essence... The neighbours or "Anwohner" - in German are big problem for motorsport events - not even the Österreichring. I heared that similar problems occured in Zandvoort at the old and longer track. In Germany, we had a lot of hillclimb races in the eighties. Most of them was abolished due to "neighbour" reasons. The green party and environmental issues was another reason for cancelling motorsport events... Greetings Peter
Yes, I am from Austria (former amateur Motorcycle SSP 600 racer) and it is impossible with the noise regulations in this country. What I hear from Red Bull is that they think about redoing the Westschleife by moving it a little inward (they will have to remove parts of the hill there) to get more runoff area and space for a noise blocking barrier.
Marcial Moreau I don't believe so. Zeltweg only hosted one championship race. It was an airfield like Sebring or Silverstone. After that one race they moved to the Osterreichring

This is the circuit named " Zeltweg " in the decade of 70' and 80' ???

I did read somewhere a couple of months ago that Red Bull are looking to go back to the old layout for the 2018 season
Doesn't look likely in it's current state. I do feel it would benefit though. It's so short and featureless atm.
The old layout was put out of service because the little old ladies that race in F.1 now might get hurt.
They ruin a lot of tracks by taking away sections and then wish it was like it used to be.
