I've started crocheting this skirt, but I have a problem continuing after row 4! You say add another double crochet to the last row of the pattern, but the pattern is 4 rows and you say repeat the first 3 rows... Do I crochet the double crochets at each end or in the center? Please clarify your instructions.

You have to increase 1 stitch where the 3 double crochets are, every 3 rows increase 1 double crochet, in the fourth row you will have 4 double crochet, work 3 more rows, increase 1 double crochet there will be 5 and so on.
