And that's why she was so desperated to hear him say it, she didn't want to move on, but he basically told her he has some feelings for her and intends to bury them and leave them alone...so obviously she's mad when she finds out he changed his mind literally five minutes after she decided to move on with Tim AND gave Tim some expectations....
Another answer? From Writers point of view: They needed a conflict between two main character to stretch up whole story "They will/They won't be together" on whole season... This is why Walter never says 3 magic word right there in 3x01.

What a heartless move! I'm imagine that in writers room some The Nice guy said: "Can we end some plots, give some resolution and pay off for whole season? Just for fans!" Evil Writer answering: "Nope, better idea: we can split up team, again, but in half this time!" "We did it in almost all seasons..." "And?" "But what happened after cancelation?" - asking Nice guy. "Who cares??" - Evil Writer answered without hesitation.
I don’t think it was cancelled for the reasons given. I think numbers can be manipulated, it was after all the highest rated show to be cancelled. I wonder if David Foster, since he was a producer, maybe wanted Katharine off the show and away from Elyes Gabel?? They looked so good together as Keyles and WAIGE. I still watch it!
After googling Katherine McPhee the only appearance is with David Foster. It is practically career suicide. Rationally she should do job as wide as possible to get proper exposure. This smells like abusive relationship.

There was never a reason to hate Tim. The writers didn't give the fans any reason to hate Tim. They also didn't give a reason for Veronica to hate Tim in the show. Now if they had good depth in understanding the dynamics of navigating single parent (mother) relationships they could've made his story a lot better. Instead his story is the same as Drew.
Please bring back this show
