Slide valve eccentrics are set to 90 degree + lap angle + lead angle in advance of the direction of travel. With the engine on dead center (top and bottom) lead should be equal on a horizontal engine, on a vertical engine additional lead may be required on bottom dead center. Lead is the amount of opening of the port. Hard enough to measure on a full size engine, probably harder on a model. This is what I was taught 40 years ago learning to be a steam engine driver.
