Idealy, the resistance contact or the pistol breakthrough. Both are permanent boosts in areas that are difficult to improve, the pistols will allow more flexibility, something you are able to use well, and not having to build an another resistance comms will be very useful in the long run.
The frequency of uploads in general has gone up considerably since you rounded up the Rimworld series, yet the quality remains as high as ever. It’s wonderful! Thank you Pete for all the effort you put into making these. That said, please, do make sure you aren’t causing yourself any undue suffering to get these out as quickly as you are.

Seeing Mox recover from being hit by the Hunter's stun grenade and taking out the Hunter almost completely by himself in one turn is why I love watching you play XCOM 2.
For the covert action, I'd go with the intel mission for the promotion. Killing off the chosen makes the game very easy and the timely major promotion to do that is fantastic, especially considering what you did on the poor hunter you brutalized this episode.
So that's also the reason why I don't want him to do it since it would be more interesting to have at least a slightly bigger challenge over just breezing through everything xD
Honestly, I think the pistol upgrade is more viable, there are 6 soldiers PER mission that can potentially rank up, but that Breakthrough research would essentially give a second Research slot. (assuming it makes it instant, or just flat out gives it to him) In the time between now and the time that the next CA finishes, there's a good chance to have at least one Major just from fights and other misc. events.

I am really biased towards the bonus pistol damage covert action (especially as another commenter said that those aren't guaranteed to show up again), but I can see how the promotion convert action could be exclusively the better choice, despite the tears I would shed possibly losing out on the pistol damage. But as someone who has never played the game, I defer to everyone else's expertise when it comes to this decision.
Hey Pete, I would strongly suggest looking into putting that Superior Expanded Mag on a Reaper! With that it makes the Banish ability strong enough to one shot even a Sectopod! And after you get the Banish upgrade it can even wipe a field. Go further and add a Superior Repeater which can instant kill multiple targets with Banish!
Go for the intel and the Promotion! The Assasin is coming dangerously close! Youcan also start a new mission for a choice reward! Either the Breaktroughs, either one, or the resistance contact. No mater what, you will need at least one other resistance com station.Keepup the good work, Commander! Death to the Xenos!
Im a huge fan of the pistol upgrade- you will eventually get the promotion/resistance contacts but there's no guarantee you'll get the pistol breakthrough in the rest of the playthrough
Have to pick the promotion. Getting setup before both chosen are ready to assault you is getting time crunched and the free promotion will free up a lot of that time.

Getting the Chosen out of the way seems like the "Completionist" thing to do and I feel like now might also be a good time to consider doing the Alien rulers DLC before you get too strong for them and they end up feeling underwhelming as threats.
I'd personally vote for the promotion covert action as well. The Assassin is starting to creep up really high on intel, so if we forego hunting them, it might be too late once the opportunity presents itself again.

Taking out the chosen quicker would be nice but ultimately you will get a Major naturally, probably within the next couple missions depending on how long some of the usuals are tried for, and while the chosen will always be there, the breakthrough won't. Pistol breakthrough for sure. Getting an extra point of dmg on a pistol is very useful, especially since every sharpshooter can make use of lightning hands.
I think the pistol breakthrough is the most valuable one here, because yes we could have a promotion, but there's a good chance we can get another covert ops with a promotion reward later. As you said, the 1 dmg bonus could become more on a sharpshooter who have skill like lighting hands
I'd say go for the promotion already since it takes a day earlier to complete and guarantees a quick promotion and makes taking care if the chosen hunter available.
Reducing the avatar project or getting a promotion sounds like our beat two options. Depends on how close our other solider are to a promotion. Aka if we're able to promote them ourselves before the action is complete
Id vote for the promotion mission. Pistol breakthrough is good only if you have a good/ multiple gunslingers. Promotion mission means progression, and getting to Major unlocks some great abilities.
Given the situation I would give my primary vote to an additional resistance contact, my secondary vote to breakthrough research and my tertiary one to a facility lead or intel gathering. As always well played, keep up the good work!
I usually favor the accelerated promotion. Sweeping the hunter and assassin off the board removes capture risks and is a great power boost. Meanwhile, bluescreen protocol in the proving ground is likely to be of value once the skulljack is used, and the mechanical cast starts bringing out its bigger members. It's that or dig for talon and dragon rounds. Hunter pistol fan-fired with bluescreen should make short work of the biggest threats That superior expanded mag is good for anyone, but prob best paired with a superior repeater (and scope with the 3rd slot breakthrough) on a Vektor rifle. 60% instant kill with banish, 80% if you get inside knowledge via continent bonus/skirmisher order
I think the intel gathering for the promotion is the best choice. Removing the two chosen would be my current priority and the promotion furthers that.
For Covert Action; Honestly, I think the Prioritizing the Breakthrough would be the best option atm since it'll be the most advantageous one to get ASAP, Getting a Major rank is a process yes, but unlike research, you have plenty of soldiers who can reach Major, but only 1 research slot. This covert action will allow you to technically research 2 things at once.
No rush to hunt the Chosen. You know how to prepare for them, so I would argue they make the missions easier. You get extra xcom points to play with as well. Finally you need to show the Avenger mission once for the sake of full completion. Go for the pistol.
Securing a quick promotion to major and subsequent hunt of the chosen would prove to be a major (pun intended) turn of fortune for XCOM, freeing up more resources to combat the Avatar project and making every mission safer for your operatives.

I like the Gain Resistance Contact Option. While the pistol and promotion are nice, the team itself is strong and it is not urgent. Better/easier options to counter events seems a good boon.
As usual, I believe you're cutting it extremely close on the avatar project's progress. With only 2 pips left, you could lose at any moment if timers end up overlapping in a bad way. Need to get a facility out of the way. As for the covert op, I 100% agree that Signal Boost has the potential to save you a facility slot (not to mention the cost of that slot, and the time it would take to build it) and is almost certainly worth trying for. Doing the intel for a Major so you can finish off the assassin (since they're so close to 4 pips) is also a good shot I'd say.
I think it makes sense to catch that covert action with + damage breakthrough. Yes, we have to take down the chosens, but damage is going to help us with it

Changes snipers (which you want to bring at least one of anyways) from situationally to universally useful, applies to the Templar sidearm IIRC, trivializes Lost missions, and is a benefit that can't be obtained any other way. Promotion: You'll get promotions soon enough through natural gameplay, and you won't be ready to actually take down the chosen until the rest of the squad is levelled up anyway. Resistance Contact: With the number of engineers you have, getting enough contacts through building slots and staffing will be trivial by midgame. ---- Reapers (NA) Hunt the Chosen III - NA (B Tier) Gain Resistance Contact - Even +2 aim is valuable (it nearly halves the miss chance of 95% shots), a contact slot postpones the need for avenger building slots and power usage. (A Tier) Increase Income - +4 hacking on a soldier of your choice. Stack them hacks! (C Tier) Recover Loot - The best way to dodge is to kill your target first. (B Tier) Fabricate PCS - +1 Mobility would be really strong on the Templar. Skirmishers (NA) Hunt the Chosen III - NA (C Tier) Facility Lead - +2 aim, but a worse reward. (A Tier) Breakthrough Technology - +1 mods on assault rifles is a permanent benefit to all soldiers that use assault rifles. That includes not just Specialists, but Psiops too (and rookies, for when you do the all rookie achievement). The only thing keeping this out of S tier is that you need lots of mods to benefit from this, and other classes need those mods more. (A Tier) Recruit Engineer - Always valuable, especially once you start staffing buildings. (S Tier) Gather Intel - Guaranteed Promotion will help you qualify for Hunt The Chosen missions sooner, and are a massive power spike for hero units. Templars (C Tier) Gather Supplies - Meh (SSS Tier) Breakthrough Research: +1 pistol damage. IIRC this applies to the Templar sidearm too! OP on lost missions, and changes snipers (a class you want on most missions anyway) from situationally to universally useful.
After reading the comments, I suppose it depends on your short term vs long term priorities. The promotion to Major is a fast, massive power spike, which unlocks many missions a bit sooner, and potentially knocks out the chosen sooner. This is the speedrunner/fear mindset. The +1 to contacts means not needing a second radio room as soon, allowing knocking out more of the story sooner. This is still in the speedrunner mindset, but grants a permanent bonus (that will become redundant in the late game). Pistol +1 is a relatively minor damage boost early on, but permanently raises the maximum possible damage of pistols, and will be much more powerful as you recruit additional sharpshooters. This has the least (but still significant) short term benefits, while having the strongest long term benefits. -------------- Given how well you are thriving at the moment, I think a long term investment is the wisest course. The chosen haven't been a credible threat for awhile, you aren't struggling with resources, and - with your current lineup - an Avenger mission would be more entertaining than stressful.
The pistol upgrade is not necessarily the best, but definitely the most fun. You could probably take on an entire horde of lost with a single sharpshooter with the damage bump.
Personally I find soul harvest very nice in combination with a laser sight and talon rounds. Especially if you can get the Vector Rifle to have 3 attachments. Laser sight, and Expanded mags and an insta-kills. The last two make Outrider a machine against boss fights like Chosen and the experimental alien bosses.
I love the sniper class, normally in games is boring, but I like in Xcom both the ranger and the gunslinger I would 100% go with the pistol, also like the Templar, and he sometimes uses pistols
Pete, there is something I always liked doing in XCOM, but I never saw you doing, and is hacking enemy robots, any specific reason or just wasn't necessary?
Question: Is it better to build a power hungry room or a power relay on an exposed power coil? On one hand you have a power hungry room powered for free, on the other you have an extra 12 power (i think)
Pistol breaktrough for sure. One the chance of it occuring again is pretty slim and 2 you dont have any problems with the chosen at the moment. Sure it would make things easier but with more upcoming missions you should have a soldier at the rank of major pretty soon
I think you shouldn't pass up the pistol breakthrough opportunity since you have definitely been putting pistols to good use. Plus as others have already mentioned the other rewards are more common and you are bound to get that promotion/resistance contacts sooner or later anyway

I'm always amazed at how good you are at xcom2 I had to stop playing because it drove me insane with the 99% misses

The promotion is definitely the best choice, as one, it is a very large amount of time saved, but defeating the chosen soon is a chance you can’t pass
This series inspired me to load up XCOM2 and start playing again, which then reminded me that I’m also terrible at XCOM2.

(B Tier) Gain Resistance Contact - Even +2 aim is valuable (it nearly halves the miss chance of 95% shots), a contact slot postpones the need for avenger building slots and power usage.
(A Tier) Increase Income - +4 hacking on a soldier of your choice. Stack them hacks!
(C Tier) Recover Loot - The best way to dodge is to kill your target first.
(B Tier) Fabricate PCS - +1 Mobility would be really strong on the Templar.
Skirmishers
(NA) Hunt the Chosen III - NA
(C Tier) Facility Lead - +2 aim, but a worse reward.
(A Tier) Breakthrough Technology - +1 mods on assault rifles is a permanent benefit to all soldiers that use assault rifles. That includes not just Specialists, but Psiops too (and rookies, for when you do the all rookie achievement). The only thing keeping this out of S tier is that you need lots of mods to benefit from this, and other classes need those mods more.
(A Tier) Recruit Engineer - Always valuable, especially once you start staffing buildings.
(S Tier) Gather Intel - Guaranteed Promotion will help you qualify for Hunt The Chosen missions sooner, and are a massive power spike for hero units.
Templars
(C Tier) Gather Supplies - Meh
(SSS Tier) Breakthrough Research: +1 pistol damage. IIRC this applies to the Templar sidearm too! OP on lost missions, and changes snipers (a class you want on most missions anyway) from situationally to universally useful.
After reading the comments, I suppose it depends on your short term vs long term priorities.
The promotion to Major is a fast, massive power spike, which unlocks many missions a bit sooner, and potentially knocks out the chosen sooner. This is the speedrunner/fear mindset.
The +1 to contacts means not needing a second radio room as soon, allowing knocking out more of the story sooner. This is still in the speedrunner mindset, but grants a permanent bonus (that will become redundant in the late game).
Pistol +1 is a relatively minor damage boost early on, but permanently raises the maximum possible damage of pistols, and will be much more powerful as you recruit additional sharpshooters. This has the least (but still significant) short term benefits, while having the strongest long term benefits.

Given how well you are thriving at the moment, I think a long term investment is the wisest course. The chosen haven't been a credible threat for awhile, you aren't struggling with resources, and - with your current lineup - an Avenger mission would be more entertaining than stressful.

The pistol upgrade is not necessarily the best, but definitely the most fun. You could probably take on an entire horde of lost with a single sharpshooter with the damage bump.
Personally I find soul harvest very nice in combination with a laser sight and talon rounds. Especially if you can get the Vector Rifle to have 3 attachments. Laser sight, and Expanded mags and an insta-kills. The last two make Outrider a machine against boss fights like Chosen and the experimental alien bosses.

Pete, there is something I always liked doing in XCOM, but I never saw you doing, and is hacking enemy robots, any specific reason or just wasn't necessary?
I say go for the pistol since it's the back-up for my favourite class, the Templar.
Question: Is it better to build a power hungry room or a power relay on an exposed power coil? On one hand you have a power hungry room powered for free, on the other you have an extra 12 power (i think)

Research Breakthroughs are not very common, I would vote for it.
This is such a tough decision, but I would vote for the guaranteed promotion - the Hunter is showing up more and more and you could use his weapon!
I vote for either the Resistance Contact or the Pistol Breakthrough.

Pistol breaktrough for sure. One the chance of it occuring again is pretty slim and 2 you dont have any problems with the chosen at the moment. Sure it would make things easier but with more upcoming missions you should have a soldier at the rank of major pretty soon

I'd say resistance contact. It's a little long term but it will pay off eventually.
Improved pistols as pistols fire more than 1 shots fanfare is 3 shots you can do as face-off hitting many enemies the+1 dmg will apply many times.
Id go with improved pistols, too good to wait for
i think the breakthrough research could be useful but with how close the assassin's bar is to full, it might be a good idea to deal with them asap

My 2 cents says, "take the promotion". You're running out of time with the assassin. The faster you can do "Hunt the Assassin III", the better.
Honestly seeing all the units drop from the skyranger just makes me think I’d totally fall to my death if I did that.

I think you shouldn't pass up the pistol breakthrough opportunity since you have definitely been putting pistols to good use. Plus as others have already mentioned the other rewards are more common and you are bound to get that promotion/resistance contacts sooner or later anyway
